According to Gladwin Samuels, Acting Warden of the prison, the use of cell phone jammers has been stopped at Camp Street Prison due to undisclosed issues, although they were installed before the July 9 fire and jailbreak. The possession of mobile phones and frequent use of social media by prisoners is a cause for concern. During the raid on the prison, a large number of mobile phones and prohibited items were found.
One of the recommendations made by the Commission of Inquiry (CoI) of the Camp Street Prison fire last year was to install effective jamming systems for all mobile phones, especially in high-risk security areas or throughout the prison compound. Recently, detainees held at Lusignan Alpache have posted updates and photos on Facebook, including livestreaming activities such as chasing animals and slaughtering cattle. Samuels acknowledged that prisoners found ways to protect their phones, but did not provide specific details. The CoI found that items such as mobile phones were smuggled into the prison through “pockets”, where prisoners hide prohibited items.
Samuels mentioned that some criminals are good at hiding their phones, but the situation in the prison becomes dire when body cavity searches are conducted without probable cause. He expressed concern about the possession of mobile phones by prisoners and their online activities, but highlighted the challenges of addressing this issue. Public Security Minister Khemraj Ramjattan said that a sanitation exercise conducted at the ranch had uncovered multiple mobile phones and weapons. He acknowledged the ingenuity of prisoners in hiding items and highlighted the efforts of authorities to recover foreign objects from prisoners.
When asked about the security lapses, Ramjattan explained the difficult circumstances faced during the July 9 incident and the challenges of thoroughly searching everyone. He acknowledged that mobile phones could be hidden and was working to address this.
